Exactly, leads to a more upright seating position and less weight on the wrists. Not for everyone but for some really makes the the bike more comfortable. If you are using the bike for more long distance riding these might be very nice.

bar risers can be a life saver if the stock bars just aren't comfortable for you

I did the handlebar conversion with risers and have the bars to the limit of the of the front brake line. It is so much better for my all around riding.
